Configure which items are parent items and which are allowed child items

Allow for the configuration of which items are parent items and the corresponding child items for that item. From this, using the Turtle, you could 1) only allow the proper child items to be created, (e.g. no sub-stories of stories on the task board, no sub-tasks of tasks, etc.). 2) Turn off the '+' sign on child items.
