The prioritize of WorkItem don't work if this is the 1st prioritize of the Work items Backlog (userstory), and if you want to move up the last workitem.
To reproduce :
Create a new UserStory / workitems backlog
Add many workitem
Try to move up the bottom workitem
I’m
frustrated
Unable to move the Bottom workitem.

This issue has been fixed in Urban Turtle 3.5
